Direct engagement saves Trust £1m in 18 months

In April 2015 HCL, supported by Clarity, was awarded a master vendor contract under the North of England Commercial Procurement Collaborative (NOECPC) hub agreement following a successful tender exercise by York Teaching Hospitals NHS Foundation Trust (YTHFT).

The challenge: more cost-efficient agency use

Ultimately, the Trust needed the recruitment of medical locums to become a more cost efficient exercise. The objectives set out under this agreement included:

  • Reduce administrative burden on staff
  • Reduce dependency on agency staff
  • Streamline suppliers
  • Utilise technology to give transparency and control of contingent workforce
  • Reduce risk and improve compliance controls

The solution: Direct Engagement

This contract went live 1 June 2015. It was later recognised that introducing Direct Engagement (DE) at the Trust would realise further savings. And so, a DE contract was awarded under the HealthTrust Europe Direct Engagement Framework. This went live 28 September 2015.

The Trust contacted each medical locum working at the Trust and/or the agency that represented them to inform them of the introduction of DE at the Trust. Though this was quite a methodical approach, it was supported throughout each department and was very successful.

The results: big savings and better processes

The percentage of agency shifts filled via direct engagement at the Trust has grown dramatically – in fact, in its first five months alone, it increased from just 2.6% to nearly 50%. This high uptake of DE has allowed the Trust to achieve VAT savings of over £990k in just 18 months.

Furthermore, the Trust now has access to real-time management information and visibility on all workforce data – saving money through more efficient scheduling and faster identification of skill gaps and high-spend areas. The Clarity system also reduces risk by ensuring all locums supplied meet compliance standards.

Clarity will continue to work in partnership with YTHFT to realise further savings and efficiencies; ultimately, supporting the Trust in its transition to becoming a more streamlined and tech-savvy organisation.
